CARSL Women's Division - Rules
 

Philosophy:

 The overall philosophy for the Women's Over-30 Division of the Connecticut Adult Recreational Soccer League will be one of recreational soccer for the older player. There will be no official standings or results kept. Players, coaches, managers and fans are reminded that we are here for fun and love of the Sport.

 Rules:

  1. Each team will consist of players who are 30 years of age or older. To be eligible, a player must turn 30 during the calendar year.
  2. Each player must show a CARSL player pass in order to play in the game. Additionally, each captain is to have a copy of the certified team roster at the game. All players must be on the roster to play.
  3. The Women's Over-30 Division will schedule games in the Spring and Fall of every year. Eight to ten games will be scheduled each season such that every team has the same number of home and away games within the season. Other friendly matches within or outside the league may be arranged as agreed upon by the team captains.
  4. All games will be played on Sunday afternoons unless otherwise arranged and mutually agreed upon by the team captains, with prior notification to the league Secretary and the state referee coordinator.
  5. Cancellations due to weather and/or field conditions, and changes in time or field location must be communicated to the other team no later than 12:00 noon on the day of the scheduled game. Cancellations and changes must also be communicated to the state referee coordinator as well as to the referee assigned to the game.
  6. The games will consist of two (2) 40 minute halves, unless both captains agree to a lesser time period. In cases of extremely hot weather, it is permissible to play four (4) quarters with short water breaks.
  7. Games can end in ties.
  8. Slide tackling is not allowed in this league. First offense is a verbal warning, the second offense is a Yellow Card and third offense is a Red Card.
  9. The home team coach and/or captain is responsible for ensuring that nets and flags are in place for game time.
  10. The league follows FIFA, USSF and CSSA rules with the following exceptions:
    1. There shall be no limit on the number of substitutes or substitutions in a game.
    2. There will be no limit on roster size.
  11. The home team will pay the referee fee for all home games (see exception indicated below in Section 17). The referee fee is set by the league.
  12. Only USSF certified referees may be used. If a team must use a non-USSF certified referee due to an emergency, the other team's captain must be notified of such and a mutual agreement reached in order to begin or resume play. In this case, insurance provisions may be null and void.
  13. Fighting and the issuance of red cards should be reported to the league Secretary. The Secretary will contact the league captains who, acting as a disciplinary committee, may suspend any player reported as fighting, and may permanently suspend such player if repeated incidents occur. Team captains and coaches should encourage referees to issue a Red Card to offending players.
  14. The referee's call is the final call (no mater how good or bad players think it is). The referees that do our games are few in number and are doing us a favor by coming out on a Sunday afternoon. They will not tolerate nor should they be subjected to abuse. Any incident that causes an entire team to walk off the field due to a referee call will be reviewed by the league captains and appropriate disciplinary action taken.
  15. Any player receiving a Red Card and ejected from the game must sit out the next game.
  16. Every effort must be made to field a team. If a team is short players, the available players should still travel to the match. They can then be supplemented with the other team's substitutes or a short-sided game can be played.
  17. Teams which cancel games without adequate notice are liable for the referee fees, regardless of whether they are the home or away team.
  18. The Women's Over-30 Division of CARSL retains the right to decide it's own rules of play and to schedule it's own games. Schedules will be forwarded to the league Secretary and the state referee coordinator as soon as possible before each season. Each captain is responsible for informing the league Secretary and the state referee coordinator about field assignments for home games, as well as any cancellations or changes in game times or locations.
  19. Each team shall choose a captain who will represent the team at meetings of the Women's Over-30 Division, CARSL and CSSA, as appropriate.
  20. Each team captain is responsible for collecting the league registration fee and other documents from her team's players which are to be sent to the league Secretary. Each team may also collect dues in addition to the league fees which may be used to pay for referee fees, uniforms, or other costs incurred by the team.
  21. Players shall wear a numbered team uniform shirt. If both teams have the same color shirt, then the home team must change (wearing pinnies is acceptable if the number is visible).
 Changes:

 Adopted 08-22-05: 

  • Games will now have 45 min. halves
  • The Referee fee will be $65 instead of $60
  • We are now asking the referees to file the scores on usofficials.com
  • Any game where one team cannot field enough players of their own will be recorded as a 1-0 forfeit.
  • The game may continue with the team supplemented by players from the other team, but the result will be recorded as a forfeit.
  • The keeper may now be 28 years and will have a special pass indicating such. They may not play on the field.
